Limits not being applied when editing ulimits.conf file

So after banging my head against the wall for 20 minutes trying to figure out why adding limits to /etc/security/limits.conf, why they would not apply.  I finally realized it does not like wild carded limits.   ulimit -n always returned 1024 after my changes.  The following changes fixed the limits for root:

* soft nofile 100000
* hard nofile 100000
* soft noproc 100000
* hard noproc 100000

root soft nofile 100000
root hard nofile 100000
root soft noproc 100000
root hard noproc 100000

nobody soft nofile 100000
nobody hard nofile 100000
nobody soft noproc 100000
nobody hard noproc 100000

www-data soft nofile 100000
www-data hard nofile 100000
www-data soft noproc 100000
www-data hard noproc 100000
